
Most facility managers and IT directors hear "compliance" and immediately think of roadblocks. Another regulation to meet. Another box to check. Another reason the upgrade you actually need gets pushed to next quarter while you sort out paperwork.
I get it. I've sat in those meetings.
But here's the thing I've learned after years of helping organizations modernize their telecom: compliance isn't the enemy of innovation. When you approach it the right way, it's the reason innovation gets funded.
The Copper Sunset Changed Everything
The FCC's POTS forbearance orders didn't just relax carrier obligations. They sent a signal — the infrastructure that's been humming along since the 1980s is entering end-of-life, and nobody's coming to save it.
Elevator phones, fire alarm panels, security systems, emergency call stations — millions of these devices still run on copper POTS lines. When those lines go down, carriers have less obligation than ever to restore them. And pricing keeps climbing.
That's not a compliance headache. That's a forcing function.
The Reframe: Compliance as Infrastructure Investment
Here's how the smartest organizations I work with think about it.
When NFPA 72 requires reliable fire alarm communications, you don't just swap a POTS line for a cellular dialer and call it done. You audit the entire life safety communications path. You find the single points of failure. You build redundancy.
When elevator code updates demand two-way communication that actually works during a power outage, you don't just patch the old system. You upgrade the building's connectivity backbone so the elevator phones, the fire panel, the security system, and the access control all ride on one managed connection with proper failover.
The regulation creates the budget line item. The smart upgrade creates the value.
Three Places Compliance Drove Better Infrastructure
Fire Alarm Migration
I worked with a multi-site healthcare provider facing UL 864 compliance deadlines. Their initial plan was minimum-viable cellular replacements at each location — cheapest path to check the box.
We mapped the bigger picture instead. By upgrading each building's edge connectivity alongside the fire alarm migration, they got:
- Managed LTE failover for every location's primary internet
- Centralized alarm monitoring across 14 sites
- Enough headroom on the new connections to support VoIP and guest Wi-Fi
The compliance project paid for the backbone. The backbone unlocked better operations.
Elevator Modernization
A property management firm with 22 buildings had elevator phones failing inspections because copper lines were degrading. Budget was set for phone replacements only.

The gap between checkbox compliance and smarter infrastructure isn't usually that wide. It's mostly a question of asking the right questions before the project scope gets locked.
What to Ask Before Your Next Compliance Project
If you've got a telecom compliance requirement coming up, ask these before you approve the purchase order:
- Does this upgrade only solve the compliance problem, or does it improve the underlying connectivity?
- Could the new connection support something else — VoIP, failover, monitoring, guest access?
- Are we replacing one single point of failure with another?
- Would we be spending this budget differently if compliance weren't driving it?
The answers often point to an approach that costs slightly more upfront but eliminates the need for a separate connectivity project six months later.
The Compliance Audit Checklist
If you're responsible for facilities with life safety or regulated communications, here's a quick gut check:
- When was the last time you tested every elevator phone, fire alarm communicator, and emergency call station?
- Do you know which of your sites still have active POTS lines, and what each one connects to?
- Is your compliance documentation centralized, or scattered across binders and email attachments?
- If a carrier disconnects a copper line tomorrow, do you know how quickly you can restore service?
If any of those answers make you uncomfortable, the compliance deadline isn't a threat. It's the best reason you'll get this year to fix it properly.
